International security concerns are increasingly driving governments to tighten control and demand advance notice of import and export freight transiting their borders.

Initiatives introduced by customs authorities are placing a huge burden on cargo carrying airlines. New EU ICS (Import Control System) regulations come into effect January 2011 requiring 27 member states (plus two non-member countries) to synchronize reporting.
