Changes to United Arab Emirates Security Filing

The United Arab Emirates has introduced electronic Pre-loading Advance Cargo Information (PLACI) requirements using XML messaging standards, following the order of the National Advanced Information (NAI) center under Federal Decree Law No. 22 of 2018 and resolution No. 15 of 2019. Filers are requested to join the program starting on 1 January 2022.

Filers will need to register with NAI and Carriers will be responsible for filing import, transit, and freight remaining on board (FROB) information in advance of the flight arrival at the destination, for both short-haul and long-haul flights. The information must be transmitted as early as possible before loading.

What do I need to do to connect to TGS?

Carriers only need to send their IATA Cargo-IMP, FWB, FFM, and FHL messages to CHAMP's TGS service before flight departure and then TGS will take care of the rest – connecting to UAE and filing the correct customs messages (GDA- General Declaration of Arrival) on time using the Cargo-IMP message data supplied by the carrier. You will need to provide flight schedule information to CHAMP - part of the TGS solution offering.
