ICS2 is a new customs pre-arrival security and safety program being implemented by the EU, underpinned by a large-scale advanced cargo information system.

ICS2 Overview

Economic Operators (EOs) will have to declare safety and security data to ICS2, through the Entry Summary Declaration (ENS). The obligation to start filing such declarations will not be the same for all EOs. It will depend on the type of services that they provide in the international movement of goods and is linked to the three release dates of ICS2 (15 March 2021, 1 March 2023, and 1 March 2024)

In alignment with Commission Implementing Decision (EU) 2019/2151 - the Import Control System 2 (ICS2) will be operational in three releases. Each release affects different Economic Operators (EOs) and models of transport. EOs will begin declaring their goods to ICS2 depending on the type of services they provide.

ICS2 Timeline

The new system will be introduced in three release phases. Economic Operators (EOs) will begin declaring safety and security Entry Summary Declaration (ENS) data to ICS2 in a stepwise approach. This depends on the type of services they provide regarding the international movement of goods.

Each release phase affects different EOs and modes of transport, figure below shows:

Release 1 – 15.3.2021: Air postal and express consignments for postal operators

Release 2 – 01.3.2023: Goods in Air traffic

Release 3 – 01.3.2024: Goods in Maritime and inland waterways, Road and Rail traffic

How to get ready for ICS2?

Every economic operator directly affected needs to align its business processes with the regulatory requirements implemented via the new system. CHAMP Cargosystems is currently working with trade representatives and busy setting up all-new message requirements. These changes will be ready for the ICS2 release deadline in 2023.

To ensure smooth processing of freight and avoid shipments being blocked at the EU customs border, economic operators must be ready by March 2023 to provide the necessary ICS2 declarations.

Traxon Global Customs (TGC) will be seamlessly amended to be compliant with the new ICS2 requirements and Traxon Global Security (TGS) will be enhanced to support the new preload filing requirement that is introduced with ICS2.
